Junior Professional Officer (JPO)/Beigeordnete Sachverständige (BS)

Beigeordnete Sachverständige (BS) sind international bekannt als Junior Professional Officers (JPOs), Associate Experts (AEs) oder Associate Professional Officers (APOs). Die Bundesregierung hat mit etwa 20 Internationalen Organisationen Abkommen zur Förderung von deutschen Nachwuchskräften als Beigeordnete Sachverständige geschlossen. Die Federführung des Programms liegt beim Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ); das Büro Führungskräfte zu Internationalen Organisationen (BFIO) ist verantwortlich für die Durchführung des Programms. Angesprochen sind Bewerber/innen mit deutscher Staatsangehörigkeit und mit erster Berufserfahrung nach abgeschlossenem Hochschulstudium.

Da es sich um ein Nachwuchsförderprogramm handelt, sollten Bewerberinnen und Bewerber im Regelfall zwischen zwei bis vier Jahren Berufserfahrung haben. Bitte beachten Sie, dass bei einigen Internationalen Organisationen eine Altersgrenze existiert, hier ist die jeweilige Stellenausschreibung maßgebend (entscheidend für die Altersgrenze ist der Zeitpunkt der Aufnahme der Tätigkeit).

Junior Professional Officer (JPO), Programme Officer, Cash Based Transfers CBT, Addis Ababa
Sector/Unit: Programme Division / Refugee
Duration: 2 years with the possibility of extension for another year
Please note that for participants of the JPO programme two years work experience are mandatory!
 

Main duties and responsibilities:

  • In consultation with the Team Leader for Refugees, the Refugee Team and the Cash & Systems Team, as well as programme stakeholders such as different departments of the Government and potential implementing partners, research, support the initiation of and the cash and voucher based programme.
  • Support consultations with government, UNHCR, partners and other stakeholders as part of landscape scanning and programme activity formulation
  • Serve as primary focal point for collaboration with and technical inputs from the Systems Team
  • Support the day-to-day management and implementation of the cash transfer programme including operational issues, awareness raising on program objectives and procedures, interaction with programme stakeholders (such as Government departments, UNHCR and other WFP partners) and coordination with on-going programmes, including training and support to WFP staff in good practice guidelines.
  • Ensure the CBT programme remains compliant with all WFP policies and procedures.
  • Support the development of appropriate  data gathering and monitoring systems towards quality standards for CBT activities
  • In cooperation with stakeholders, recommend ways to refine the CBT programme and thereby improve the service offered to beneficiaries and facilitate implementation by WFP,
    Support the management of partnership to collaborate for improved CBT, including obtaining the necessary approvals from the CPC
  • Work with Systems Team and RB to ensure adequate capacity building of WFP staff, partners and national government to prepare for implementation of the CBT activity
  • Contribute to the preparation of accurate and timely reporting on CBT programs and activities that enable informed decision making and consistency of information presented to stakeholders
  • Identify lessons learnt and best practices established for use in further WFP cash & food programme interventions
  • Undertake other duties as required


Profile of qualification:

Education:

  • Master’s Degree in International Affairs, Economics, Nutrition, Food Security, Agriculture, Social Sciences or other field relevant to international development assistance


Experience:

  • Two years post graduate, job related experience in humanitarian responses particularly food and nutrition security


Key Competencies:

  • Fluency in English;
  • Proficiency in Windows MS Office (Word, Excel, PowerPoint, Outlook);
  • Behavioural competencies such as Action Management, Client Orientation, Cognitive Capacity, Innovation, Partnering and Teamwork
