Junior Professional Officer (JPO)

Die Bundesregierung hat mit mehr als 30 Internationalen Organisationen Abkommen zur Förderung von deutschen Nachwuchskräften als JPO geschlossen. Die Federführung des Programms liegt beim Bundesministerium für wirtschaftliche Zusammenarbeit und Entwicklung (BMZ); das Büro Führungskräfte zu Internationalen Organisationen (BFIO) ist verantwortlich für die Durchführung des Programms. Angesprochen sind Bewerber/innen mit deutscher Staatsangehörigkeit und mit erster Berufserfahrung nach abgeschlossenem Hochschulstudium.
Da es sich um ein Nachwuchsförderprogramm handelt, sollten Bewerberinnen und Bewerber im Regelfall zwischen zwei bis vier Jahren Berufserfahrung haben. Bitte beachten Sie, dass bei einigen Internationalen Organisationen eine Altersgrenze existiert, hier ist die jeweilige Stellenausschreibung maßgebend (entscheidend für die Altersgrenze ist der Zeitpunkt der Aufnahme der Tätigkeit).

Junior Professional Officer (JPO) School Feeding Programme Officer, Dakar
Sector/Unit: Regional Bureau for West and Central region – Regional School Feeding Unit
Duration: 2 years with the possibility of extension for another year
Please note that for participants of the JPO-Programme two years work experience are mandatory!


Main duties and responsibilities:

Technical support

  • Support and contribute to the overall technical backstopping to WFP country offices in the implementation of their Country Strategy Plans through the project cycle phases, focusing Strategic Outcome related to school feeding;
  • Contribute to the overall support to country offices and government in delivering on key regional programmatic pillars and initiatives as well as key thematic areas of support (home-grown and nutrition-sensitive, school feeding digital transformation, food quality and safety, resilience building, emergency school feeding programming, cost-effective and value-chain analysis, etc.;
  • Liaising and following up with Regional Bureau relevant technical units and HQ school feeding division, in responding to priority areas support identified by country offices
  • Participate and contribute to the development of strategic and policy documents, including school feeding roadmaps and strategies;
  • Contribute to the regional oversight and operational backstopping support, through regular field visits to review the implementation of the programmes and identify innovative opportunities to strengthen the quality of the programmes;
  • Participate and contribute to internal and regional coordination meetings related to school feeding, education or relevant other technical fora;


Monitoring, performance/information and knowledge management

  • Support country offices in improving the quality of monitoring, collection and analysis of key indicators;
  • Consolidate monitoring findings and learning on school feeding programmes in the region;
  • Contribute and support the knowledge exchange among countries in the region and with other WFP regions;
  • Participate in baseline assessments and other studies, evaluations and research, building evidence base for school feeding;
  • Contribute to the development of school feeding dashboard and knowledge management platform on school feeding;
  • Produce regular regional school feeding newsletters, factsheet, bulletins, highlighting trends in the region, funding situation, innovative initiatives, best practices, etc.;
  • Maintain a regional school feeding database with key and relevant information and indicators;
  • Review Annual Corporate Reports with regards to strategic outcomes related to school feeding;
  • Contribute to regional briefs and presentations for the regional bureau management


EXPECTED OUTCOMES

  • Regional action plan of key support activities, including timeline, developed and maintained;
  • Regular dialogue and engagement maintained with country offices, Regional Bureau relevant units and HQ school feeding division, for an effective technical and backstopping support to the country offices;
  • Effective dialogue and collaboration developed and maintained with regional partners in Dakar and synergies, partnerships and complementary opportunities identified;
  • Regional school feeding dashboard on key trends, planning figures, number of children support, funding, indicators, etc managed and maintained;
  • Regional school feeding database with key relevant documents, studies reports, notes for the record of key events, factsheets, newsletters, etc managed and maintained;
  • Timely support, feedback and feedback provided to country offices and key communications and reports are disseminated.


Profile of qualification:

Education:

  • Master’s degree in international development, food security, nutrition, social sciences or related fields.


Experience:

  • A minimum of two years of work experience development settings, with programme coordination and management and training etc.


Key Competencies:

  • Fluency (Level C) in both English and French, is critical.  
  • Proficiency in Windows, MS Office
  • Experience in monitoring, database and information management will be an asset
  • Numerical and analytical skills
  • Writing skills
