arche noVa e.V. – Initiative for People in Need is an independent non-profit and non-governmental organisation (NGO) from Dresden/Germany working primarily in the field of humanitarian aid, rehabilitation and development. Our main focus is on water, sanitation and hygiene (WASH).

arche noVa (AN) is running projects for IDPs and host communities in North West and North East Syria since September 2012 in the sectors of WASH and humanitarian aid. In NE Syria (Al Raqqa region) we are going to implement informal education projects. Therefore we are looking for a

Head of Programmes – Informal Education, North-East Syria (f/m/d)

The responsibilities of the Head of Programmes (HoP) include operational and project management, financial management, communication and representation of arche noVa to the local authorities and the other local stakeholders). The HoP will manage informal education projects in North-East Syria mainly on remote basis from AN’s regional office in Erbil (Kurdistan Region in Northern Iraq). Furthermore the HoP will visit field offices and project sites regularly if security allows.

Report to: Country Director/Head of Mission NES (HoM)

Responsibilities:

  • Planning, implementing and supervising projects in the field of informal education for children between 6 and 14 years as preparation to visit public schools
  • Organizing trainings for local teacher and project staff
  • Planning, procuring, implementing and supervising small scale rehabilitation and repair of school building in cooperation with technical advisor.
  • Budget Control and management in cooperation with Finance Manager
  • Leading and supervising local teams consisting of logistics, financial administrators, construction workers
  • Regular project reports for donors, stakeholders and the organisation
  • Proposals writing
  • Leading and organizing further assessment in the sector of education
  • Project documentation and supporting PR Department of the organization
  • Contribute to further development of local structures and processes in the organisation
  • In close cooperation with the HoM, representing AN in relevant networks, increase AN visibility and PR activities

Requirements:

  • A College or University degree in Education, Humanitarian/Development Studies, International Relations, Engineering or related
  • Minimum of 5 years demonstrated experience in similar project (> 2 years in a leading position), project management, experience in Syria and the region or in comparable insecure/volatile environments
  • Excellent in English (written and oral), fluent in Arabic
  • Experience in non-formal education
  • Experience in writing project proposals incl. budget and monitoring of those projects is an asset
  • Demonstrated donor reporting skills
  • Hands on experience of distance (remote) management
  • Excellent communication and networking capacities with a good portion of diplomacy
  • Ability to represent arche noVa in formal settings
  • Ability to effectively lead an intercultural team
  • Flexibility, ability to work under stress and capacity to meet tight deadlines

Nice to have:

  • Experience in WASH, basic infrastructure, livelihoods and/or rural development with a focus on community engagement, local capacity building and sustainability
  • Knowledge of German and/or Kurdish is of advantage
  • Awareness of the Iraq humanitarian, development, security and political context
  • Work experience in the MENA context
  • Knowledge of relevant donors with regards to funding and operation mechanisms especially on a country level (like BMZ, ECHO, UN OCHA CBPF, UNDP, DFID, UNICEF)
  • Knowledge especially in implementing emergency relief , transitional aid and/or development cooperation projects

Duration: limited till 04/2022 with a 6 months probationary period and the possibility of extension
