Job description

The Civil Peace Service (CPS) has been active in Uganda since 1999. From 2014 to date, GIZ CPS programme has focused its activities on land conflicts in Karamoja and Teso regions of Uganda. The programme is based on a broad Multi stakeholder approach that has led to the formation of 13 interest groups in Teso and Karamoja, which nowadays are recognized by both communities and authorities in Teso and Karamoja as important actors when it comes to mediation, dialogue and capacity building in the context of land conflict. CPS programme is expanding to Acholi subregion as one of the areas with high conflict related to land. 
With the support of national CPS Programme Advisors, stakeholders from different sectors of society have formed three interest groups along three different conflict lines: Landconflicts related to Environment and Protected Area, Landconflicts related to Women Land Rights and Intra and Inter Clan Conflicts and Landconflicts related to Large Scale Investments.


Your tasks
  • Contributing the necessary knowledge and experience in the field of Systemic Conflict Analysis, Conflict Transformation and Peacebuilding
  • Advising the interest groups active in Acholi in their strategic planning and the implementation and evaluation of conflict-sensitive interventions
  • Strengthening the capacities of staff and local partners in utilizing innovative and creative tools of conflict transformation
  • Strengthening the competences of the interest groups in conflict analysis and needs-based project planning
  • Supporting the interest groups in the development and implementation of capacity building activities and in the preparation of information material
  • Advising the stakeholders in developing their network-structures and supporting the information flow and knowledge transfer within and between interest groups
  • Supporting the development of structures for sustainable knowledge management within the CPS programme
  • Exploring possibilities to introduce the sensitive and broad topic


Your profile
  • University Degree in the field of peace and conflict research, organizational development, psychology, sociology or comparable qualification
  • Working experience in participatory, needs-oriented planning and implementation of projects for peacebuilding and conflict transformation, profound knowledge of conflict transformation methods and tools
  • Practical experience in the organization and moderation of workshops and trainings as well as experience in the use of participatory methods
  • Profound experience in analytical and strategic thinking and ability to express complex content easily and understandably
  • Expertise in consultancy and advisory as well as experience in the support of multistakeholder networks
  • Driver’s license and several years of driving experience
  • Knowledge and experience in the field of land rights in Africa and/or “Dealing with the Past”
  • Background in adult education and work experience in rural areas are a distinct advantage

  • Place of residence: Gulu, Acholi sub-region with frequent travels to Soroti, Moroto and Kampala
  • Climate: Weather in Gulu is influenced by tropical wet and dry climate, average 23 ° C (17 -35 ° C), rainy season March/April to October/November
  • Healthcare: Adequate medical first aid from local public and private clinics, good services available in Kampala
  • Shopping facilities: Good, everyday items and beyond are available on site, imported goods are available in Kampala
  • Accessibility: The capital can be reached via a good, tarred road, 5-6 hours drive
  • Other: Many smaller international Nongovernmental Organisations; GIZ is represented on site with around seven international employees

The security situation in Uganda is tense. Tailored security risk mitigation measures are in place for GIZ staff in country. GIZ staff must adhere to security measures at all times. The freedom of movement is restricted. GIZ does not impose any restrictions on life partners and family members to move with you to the country of deployment.
