IAK Agrar Consulting GmbH is a German agricultural consulting company with more than 35 years of experience in the field of consulting in the agriculture and rural development sectors in Germany and abroad. Since 1981 we have been implementing agricultural projects in developing and emerging countries on behalf of Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, the German Federal Ministry of Food and Agriculture (BMEL), EU, World Bank and other public and private clients in more than 30 countries worldwide.

We are currently shortlisted in a tender procedure for the implementation of the project in Albania (running 03/2021-11/2022). The aim of the GIZ/SRD programme is to support the enhancement of the opportunities for strengthening the competitiveness of Albanian producers, processors and traders in the three value chains Fruits, Vegetables and Small Ruminants. The target group of SDR is the rural population of Albania engaged in smallholder agriculture and/ or micro, small and medium enterprises (MSME) or having the entrepreneurial potential to operating MSMEs. The followed approach for promotion of the commercial value chains considers the integration of small farmers into inclusive agribusiness models, where the companies of different sizes (micro or MSME) cooperate with small farmers in different ways, either as input providers or collector of agricultural products (buying from them). For this reason, the professional and entrepreneurial skills of small farmers as well as the cooperation and networking approaches need to be improved and promoted.

Key work packages (WP) and activities are:

WP1 – Marketing: Market Information System (MIS); mainstreaming pilot MIS; Development of Marketing Strategies; Facilitation of Matchmaking and B2B contacts

WP2 – Farm economics, business skills and inclusive business models: Improvement of skills for and economic analyses of farms and MSME; Identification of business models; Realize Potential for ICT along Fruit/Vegetables/Small Ruminants Value chains

WP3 – Access to finance: “Catalogue” of relevant funding sources; link farmers/SMSE to funding sources/financial services

WP4 – Technologies Production: Capacity development and training on innovation and modernization in agricultural production

WP5 – Technologies Post harvest: Capacity development and training on innovation and modernization in post-harvest handling and processing

In this context, we are looking for a

TEAM LEADER (460 expert days):

Tasks of the team leader:

  • Overall responsibility for the advisory package of the contractor
  • Ensuring the coherence and complementarity of the services of the contractor with other services delivered by the programme at local and national level
  • Strategy, implementation, monitoring and evaluation of capacity development measures for local partners in the following areas: value chain promotion of fruits and vegetables and small ruminants
  • Consideration of cross-cutting themes (e.g. gender equality, returnees, young people)
  • Personnel management, in particular identifying the need for short-term assignments within the available budget, as well as planning and steering assignments and supporting local and international short-term experts
  • Ensuring results monitoring and the monitoring for “Perspektive Heimat” is conducted
  • Regular reporting in accordance with deadlines
  • Responsibility for controlling the use of funds and financial planning in consultation with GIZ’s officer responsible for the commission
  • Supporting the officer responsible for the commission in updating/adapting the project strategy, in evaluations and in preparing a follow-on phase
  • Maintaining contact to other relevant donors


  • Education/training: University qualification (German ‘Diplom’/International Master or equivalent) in agriculture, agronomy or related fields
  • Language: Good business language skills in English (C1 European Reference Framework) and German (C1 European Reference Framework)
  • General professional experience: 15 years of professional experience in the agriculture and rural development sector
  • Specific professional experience: 10 years in value chain promotion in the fruit sector with good knowledge on the vegetable sector or small ruminants’ sector inclusive business models, EU-accession process and related requirements and policies in the agricultural sector (IPARD)
  • Leadership/management experience: 6 years of management/leadership experience as project team leader or manager in a company including intercultural teams and working abroad
  • Regional experience: 5 years of experience in projects in the Western Balkans region; Middle and Eastern Europe or South Caucasus region
  • Development Cooperation (DC) experience: 6 years of experience in development cooperation projects in the agriculture sector
