ORGANISATIONAL BACKGROUND

Hoffnungszeichen | Sign of Hope e.V. works to protect the rights of people in distress and to meet their needs for assistance. The organisation is headquartered in Konstanz, Germany. Our work is informed by spiritual beliefs, yet not affiliated with any denomination.

 

PROJECT SUMMARY

The aim of the project “Disaster preparedness: Capacity building for improved humanitarian response” is to strengthen the humanitarian response capacity of local NGOs, to improve their disaster preparedness and to strengthen the resilience of the local population. Access to reliable funding sources, an improved understanding of the international humanitarian system, knowledge and implementation of humanitarian standards (CHS, Sphere) and establishing clear structures and responsibilities are basic prerequisites for efficient humanitarian response. The project therefore seeks to build the capacities of the nine selected organisations in skills and topics such as project management, quality standards, fundraising and disaster preparedness in order to strengthen local disaster response capacities in the long term.

The project seeks to enable the partner organisations (1) to react quickly and efficiently in the event of a disaster, (2) to successfully implement humanitarian relief projects and (3) to prepare the local population for future disasters. The civilian population in disaster-prone countries is thus strengthened in its ability to cope with and overcome crises.

OBJECTIVES OF THE ASSIGNMENT:

The Consultant will facilitate a strategy workshop for each of the partner organisations to identify their respective (organisational) development needs. Sign of Hope will brief the Consultant on the overarching objectives and priorities of the project. The strategy workshops shall be tailored to the needs of the respective partner organisation based on an electronic survey of expectations and needs to be shared with the organisations’ staff prior to the workshop.

The Consultant shall document the results of the workshops and share them with the partner organisations and Sign of Hope. In addition, he/she shall develop an implementation matrix/improvement plan together with each of the organisations.

SCOPE OF WORK:

  • Familiarization with Sign of Hope and its partners;
  • Develop workshop methodologies and materials in conjunction with Sign of Hope staff;
  • Design and prepare participatory methodologies enhancing discussion and focusing on identifying the organisations’ existing strengths, weaknesses and development needs.
  • The workshops shall be conducted in a participatory manner and shall be designed to provoke critical review and thinking amongst the participants
  • Facilitation of the strategy workshops
  • Compilation of workshop reports and pertaining implementation plans

CONSULTANCY PERIOD

The consultancy for each workshop will be for 8 days, inclusive of travel days, preparation, documentation and follow up.

Tentative workshop dates:

Guatemala: latest September 2019

Haiti: latest September 2019

 

DELIVERABLES:

  • Workshop plans and methodology to be agreed with Sign of Hope project staff
  • Electronic survey of expectations and needs to be shared with the organisations prior to the workshops
  • Workshop documentation
  • Implementation plans

REQUIRED SKILLS AND COMPETENCIES:

  • Experience in conducting and facilitating similar strategic planning processes with local NGOs
  • Knowledge and experience of using participatory approaches and innovative facilitation techniques
  • Experience in humanitarian response and disaster preparedness
  • Good interpersonal skills and able to negotiate shared positions
  • Excellent communication skills and fluency in Spanish for Guatemala and French for Haiti

In consideration of the fees paid, the Consultant expressly assigns to Sign of Hope any copyright arising from the works the Consultant produces while executing this contract. All images (whether used for online or print purposes) must however bear the Consultant’s photo credit, as specified by international intellectual property rights. The Consultant may not use, reproduce or otherwise disseminate or authorize others to use, reproduce or disseminate such works without prior consent from Sign of Hope.

The selection committee will review all applications as they arrive. All applicants must meet the minimum requirements described. The application package must include the following:

  • A one page application letter of expression of interest, the Consultant’s previous experience and how it is relevant to the proposed assignment. It should also indicate the candidate’s availability and consultancy rates.
  • Detailed Technical-narrative proposal with clearly outlined methodology, workshop approach and techniques and tools to be employed.
  • Updated CV including relevant work experience and qualifications.
  • Contact details for two references.
  • Sign of Hope will cover all travel related costs.
