Help is a German non-governmental humanitarian aid and development organization founded in 1981 in the wake of the refugee crisis caused by the war in Afghanistan. Since then, Help has continuously extended its humanitarian and development activities to many other countries around the globe. Starting from August 2014, Help has been providing emergency relief to the affected IDP population within Iraq, mainly focusing the Kurdistan Region of Iraq and the sectors education and WASH.


To strengthen the overall performance of Help’s Dohuk project office and to ensure integrity and representations of Help’s values and mandate, Help seeks to employ an experienced


Field Coordinator (m/f) (Dohuk, KRG/Iraq)


Under the direct supervision of the Country Director, the Field Coordinator will have the following key responsibilities:



  • Representation of Help on behalf of the Country Director during his absence in the Dohuk Project Office

  • Representation of Help on behalf of the Country Director during his absence in Iraq (Deputy Country Director)

  • Liaising with relevant stakeholders including other INGOs/NGOs and local authorities on behalf of the Country Director

  • Attending and representing Help in coordination meetings held by other NGOs, INGOSs, UN agencies and local authorities on behalf of the Country Director


  • Supervision and coordination of all current and future project activities in accordance with Help’s mandate and the concept of Humanitarian Project Cycle Management

  • Ensure comprehensive project implementation and documentation including proposal, budget, log frame and further documentation as required and in accordance with Help’s, donors’ regulations and best international practices

  • Conduct and/or supervise relevant thematic humanitarian and technical assessments, including risk assessments, to ensure that projects are planned based on actual needs and reliable data and information, and to ensure that project progress can be monitored against reliable baseline data

  • Supporting the development of new proposals and expansion of activities, in cooperation with Project Managers

  • Monitoring of programme/projects progress and maintaining project management database using project management tools

  • Ensuring the compilation of weekly/regular reports to the Country Director


Project monitoring and evaluation

  • Monitor indicator performance and contribute to the regular monitoring and performance reports

  • Ensure that data collection tools and methods are used and applied properly

  • Support effective community feedback mechanisms


Administrative management

  • Review and consolidation of fund requests prepared by Project Managers, in cooperation with Finance Department

  • Budget monitoring in cooperation with Project Managers

  • Managing security in area of responsibilities by ensuring a constant monitoring of the context

  • Reviewing and approving purchases as per the level of delegated approval authority

  • Participate in procurement activities as assigned by Country Director

  • Management of logistic activities


Capacity building (national staff & implementation partners) & HR

  • Facilitating capacity building of partners and Help staff on knowledge, skills and competencies necessary for effective projects delivery through training and coaching

  • Train project teams on using analyzed data to inform program quality control, document lessons learnt and future project development

  • Organize reviews and learning events

  • Team Management / Technical supervision of staff

    • Provide technical supervision of staff and ensure that staff receives adequate training, mentoring and coaching

    • Contribute to managing performance of staff including to objective setting, personal development plans, and performance appraisal



Required experience and skills


The successful candidate will need to have demonstrated success in humanitarian and development project management and -design, as well experience in working within complicated national and political frameworks (conflict zones), including:

  • At least three (7) years professional experience in humanitarian / emergency contexts

  • At least five (5) years of experience in management of field bases and/or programmes

  • Solid work experience in the WASH sector and civil engineering is strongly preferred

  • B.Sc. / MBA degree in relevant field (e.g. humanitarian action, international development, technical discipline) is preferred

  • Significant experience in decision-making based on technical and management experience

  • Strong analytical and communication skills

  • Work experience in Iraq, Syria and/or in other Middle Eastern countries is a strong asset

  • Previous work experience with international NGOs/UN is a strongly preferred

  • Security management experience


Required competencies


  • Excellent English language skills (spoken and written)

  • Kurdish/Arabic language skills would be considered as a strong asset

  • Strong knowledge of project management with strong humanitarian experience

  • Good understanding of programmatic application of the humanitarian mandate, principles and international standards (Sphere, CHS, etc.)

  • Good understanding of general administration, logistics, HR, and finance management

  • Strong team management skills

  • Strong proposal writing skills

  • Strong internal and external coordination and representation skills

  • Strong organisational skills

  • Strong interpersonal and intercultural skills

  • Strong computer skills (use of MS Word, Excel, Outlook and other relevant software)




  • Aspired starting date: as soon as possible

  • Contract duration: 12 months (with the possibility of an extension)

  • Station of duty: Dohuk (with frequent traveling throughout the KRI and Iraq)
