The Project

We are looking for a (m/f) consultant who shall be in charge of consulting Myanmar garment factories on enhancing Sustainable Manufacturing Practices (SMP), in particular with regard to Chemical Management and Environmental Management. The consultant will lead a group of local engineers in conducting consultancies with factories on safe chemical use, reduction and management of hazardous chemicals and environmental managements.

SMART Myanmar 2.0 is a sequa led project in Myanmar, which is being financed by the European Union’s SWITCH programme.

In terms of sustainable production the SMART Myanmar 2.0 project provides advisory services for the Myanmar garment sector in Yangon and other evolving garment locations. The project’s objective is to institutionalise, up-scale and replicate successful sustainable manufacturing practices which were first developed and piloted during SMART Myanmar 1.0. The project continues to prepare SMEs from the garment sector in Myanmar to produce sustainably manufactured garments which are then marketed to buyers in Europe and Asia. These sustainably produced garments shall meet the requirements of international – and in particular – European clients, regarding social and environmental standards.

The SMART Myanmar project team in Myanmar consists of an International Team Leader who manages all SMART staff (incl. the technical experts) and one Senior Technical Expert for Social Compliance and HR Management.

The local partner is the Myanmar Garment Manufacturers Association (MGMA). The Project is supported by the German Foreign Trade Association of German Retail Trade (AVE – Außenhandelsvereinigung des Deutschen Einzelhandels e.V.), Dutch organization Made-by and the Philippines based Association of Development Financing Institutions in Asia and the Pacific (ADFIAP).

The current project phase commenced on 1 January 2016 and shall end on 31 December 2019.


  • Managing the field of SMP action in accordance with the project indicators and the work plan
  • Responsibility for the contribution of the SMP in Myanmar and regular coordination, communication and exchange with relevant stakeholders
  • Training local sustainability experts to enable them to conduct assessments independently after the project ends
  • Ensuring adequate planning with milestones and monitoring of the respective processes
  • Providing professional advice to partners and cooperating with relevant stakeholders, as well as capacity building of implementing partners
  • Communication of the innovations to a broad target group
  • Monitoring and evaluation of project interventions
  • Knowledge management and documentation of project interventions


1. SMP Professional Advisory and Training Services

  • Technical and content-related advice to roll out SMART’s newest Environmental Management Program in the factories
  • Leading assessments in the factories with local consultants
  • Constant training of trainer (ToT) with the SMART’s local technical experts
  • Incorporating the use of the Higg Index into factory assessments
  • Development/Adaptation of training materials and training concepts
  • Support in evaluation of training impacts

2. Management Responsibility

  • Applying high standards of technical inputs and advice, strategy development, process design, resource management, communication and reporting
  • Ensuring continuous learning processes through close stakeholder consultation, process orientated and results based monitoring
  • Establishment of a coherent results based monitoring system including relevant baseline data (including aggregation of performance factory level)
  • Continuous monitoring of the achievement of the objectives and the defined indicators including the criteria of the predetermined milestones. Identification of bottlenecks and recommendations/ discussions on alternative courses of action with the Team Leader and the superior at sequa HQ

3. Networking and Cooperation

  • Ensure cooperation, regular contact and dialogue with partners from state and private institutions/ organizations to ensure local interest, support for the project activities and finally aiming in institutionalization of the results (local anchoring)
  • Carry out public relations work and cooperate with relevant organisations, non-governmental agencies and individuals in the programme environment and with other projects to improve and maintain good working relationships
  • Liaise with other national and international stakeholders and related organizations working in the RMG sector
  • Support to embed activities of brands and activities in existing local structures and activities.
  • Support partner management and networking by providing technical and organizational information and connecting to public partners, local training institutions and universities.
  • Participate in national (and international) subject specific dialogue processes

4. Knowledge Management

  • Report on project progress to sequa
  • Assist team in developing project progress reports, case stories and other documentation
  • Document monitoring and evaluation findings
  • Compile information, lessons learnt and best practices, and ensure knowledge transfer
  • Develop ready-to-use strategies and technical concepts, including guidelines, manuals and procedures
  • Draw up reports and presentation documents
  • Formulate appropriate input for the environmental management programme and contribute to other reports required by the Team Leader and sequa HQ
  • Contribute to the projects bi-monthly newsletter of SMART Myanmar by writing articles about important activities
  • Partake in relevant documents and field level translations


  • Bachelor or Postgraduate degree in Chemical Engineering/ Environmental Science & Engineering or another relevant field.
  • At least 5 years of professional experience of which 3 or more years of related experience in chemical/environment management in small and medium-sized enterprises, process engineering including dyeing, printing and effluent treatment plant management preferably within the RMG/textile sector.
  • Experience in conceptualising and holding participatory and interactive training-of-trainers
  • Well versed in local and regional rules/acts/codes/standards on labour, industry and environment, toxic chemical, waste issues (e.g. National labour, industrial and environmental rules, waste water discharge guidelines/standards, ZDHC guidelines, Detox, REACH, brand RSL, ZDHC RSL/MRSL, energy management ISO 50001, etc.)
  • Familiar with international environmental management and reporting systems (e.g. ISO 14001:2015, OEKO TEX, GOTS, Higg FEM Index, GSCP/BEPI etc.), ideally including compliance standards in the RMG/textile industry
  • Substantive knowledge of (1) RMG and textile wet processing, (2) profitable chemical management (3) Sustainable cleaner production (Greener Chemistry/ Alternative Chemistry), (4) water management including chemical use at wet processing units (hot spot analyses) and (5) effluent (waste/sludge) treatment, hazard chemical/solid/sludge management system as well as related BATs.

  • Good language skills in English (both in writing and speaking)
  • Interpersonal skills with team playing attitude
  • Self-confident and professional attitude working in factory environment with factory managements also in conflicting situations
  • Good communicator and good intercultural skills working with the internationally composed SMART team and with Myanmar and foreign owned factories
