GOPA Infra focusses on the provision and operation of sustainable infrastructures in the core areas of Architecture and Urban Development, Transport and Mobility, Water and Sanitation as well as Waste Management. The new company in GOPA Consulting Group was created through the merger of GOPA Consultants’ Infrastructure Development Department and RODECO Consulting GmbH. It thus builds on more than 40 years of experience and functions as an independent company within the framework of the GOPA Consulting Group.


The company works on globally relevant themes in international cooperation pertaining to the nature and quality of investments in infrastructure, climate change and the management of the related financing in these regions. We are currently searching for a Consultant/Project Manager (m/f) with specialisation in road engineering and/or transport.


Place of work is our headquarters in Bad Homburg (near Frankfurt), Germany.



Your tasks:

As Consultant you cover the whole project cycle, from the acquisition of new donor-funded projects to negotiations and the technical and financial backstopping of on-going projects. Moreover, you travel worldwide for fact finding, backstopping and short-term missions.


Your tasks in brief:


Project Acquisition

  • Tracking of projects/early intelligence, research of background information

  • Contact to/networking with donors, clients, partners, and experts

  • Preparation of Expressions of Interest (EoI), pre-qualification documents and proposals: identification of experts and partners, negotiations, preparation of methodologies and financial proposals, fact finding on-site, proposal coordination


Project Implementation 

  • Management of projects from a technical and financial point of view

  • Coordination and supervision of transport and/or infrastructure projects

  • Review and preparation of reports

  • Technical, administrative, and logistical support for the project team on site

  • Donor, client, partner, and expert management


Consulting Assignments 

  • Missions abroad (short- and medium-term) in international transport and/or infrastructure projects



Your profile:


  • Relevant academic degree (Master), preferably in the field of road engineering, transport planning, civil engineering or similar

  • At least 3 years’ experience in the consulting business as project manager for road engineering/transport/infrastructure projects funded by bilateral and multilateral donors

  • Proven experience in the acquisition and management of donor-funded projects

  • Deep understanding of donor procedures and requirements, especially EU and KfW

  • Experience with road construction in rural areas is a plus

  • Excellent English language skills and at least working knowledge in French; additional language skills, especially German, are a plus

  • Strong writing, communication, networking and team-working skills

  • Work experience abroad in target countries for development cooperation

  • Sound user knowledge of MS Office package
