Senior Advisor Monitoring, Evaluation and Learning (80-100 %)
 
The department Advisory Services offers thematic and methodological services at Caritas and to external clients. Our core competencies are in Food Security and Markets, WASH, Education and Income, Migration, Climate Change and DRR, as well as Humanitarian Aid. Advisors provide technical advice to Caritas projects, develop new tools, offer capacity building and develop analytical papers. We assist in strategic planning processes and contribute with our expertise to national and international networks and policy processes.
 

Your duties
  • Develop a handbook and toolbox for the roll out the newly introduced MEL system at Head Office and up to 20 Country Offices
  • Set up MEL system at programme and project level
  • Develop capacity building instruments for Monitoring Evaluation and Learning (MEL)
  • Develop smart outcome indicators and measuring tools in cooperation with thematic advisors
  • Contribute to impact assessments in cooperation with academic partners
  • Network and establish long-term working relationships with various stakeholder groups (peers, donors, the private sector, academia etc.)
  • Represent Caritas and its positions on external specialist bodies and at public events

Our requirements
  • Master or PhD in a relevant discipline
  • MAS in Monitoring and Evaluation
  • 5 year plus practical experience in the planning and management of MEL systems at institutional and at project level
  • Experience in computing system for data collection, data analysis and data presentation such as Kobo toolbox, R, or others
  • Established network with key actors
  • Ability to negotiate in English, French and Spanish. German language is an advantage

Your place of work will be Lucerne, with frequent travels abroad.

Starting date: 01.11.2017 or as agreed upon.
